Such substance has pharmacological or other direct action in the diagnosis, treatment, mitigation, cure or prevention of disease in man or other animals, or affects the function or structure of the body.

The State Council deploys to promote innovation and upgrading of the pharmaceutical industry

On February 14, 2024, Premier Li Keqiang presided over an executive meeting of the State Council. The meeting deployed efforts to promote innovation and upgrading in the pharmaceutical industry to better serve the people, stabilize growth, and improve people's livelihood; it decided on further measures to promote the development of Traditional Chinese Medicine (TCM), leveraging the advantages of traditional medicine for the benefit of the people; and it decided to launch pilot programs for innovative development in service trade to promote the transformation of foreign trade and enhance the competitiveness of the service industry.
